Measurement Groups are created to group employees based on their Salary Status, Union Codes, and Work Location State. The measurement periods defined in these groups are the basis for determining the employee full-time status and other important dates for health insurance coverage.
Getting started>
You can create a Measurement Group by navigating to the settings screen for the Affordable Care Act Full Time Status Tracker in Dynamics Payroll Inspector.
By selecting Create Measurement Group, a window will open, allowing you to name the Measurement Group.
Once named, you will need to define which employees should be included in the Measurement Group by selecting the desired Salary Status, Union Codes, and Work Location States.
If you would like to include all employees in the same Measurement Group, you can use the check all box above each section. If there are no values in that section, the check all option will be auto-selected to include all blank options for that particular section.
Note: If you have multiple Measurement Groups, and the employees are covered in both Measurement Groups, then Dynamics Payroll Inspector will use the most recently added Measurement Group.
Dynamics Payroll Inspector will produce a warning to let you know if employees are already included in another Measurement Group when you attempt to save the desired Salary Status, Union Codes, and Work Location States for the new Measurement Group.
Stability Period
The Stability Period may be 6-12 months; however it cannot be shorter than the length of the Measurement Period. Stability Periods run consecutively, while the next measurement and Admin Period run concurrently with the current Stability Period.
Once you have a Measurement Group, you then need to define the length of the full-time and non-full-time stability period.
During the Stability Period, an employee retains their full-time status (as determined in the Measurement Period) for the duration of the Stability Period.
Eligible employees must be offered and enrolled or have waived the coverage by the start of each stability period.
Administrative Period
After defining the Stability period, you will now define the length of the Administrative Period.
Employers may utilize an Administrative Period, of up to 90 days, after their most recent measurement period completes, but before their next Stability Period begins.
The Administrative Period gives the benefits administrator(s) the opportunity to:
- Determine which employees are eligible for coverage.
- Make the offer of coverage to eligible employees (and their spouse/dependents, if applicable).
- Enroll eligible employees in coverage before the stability period begins.
Measurement Period
Lastly, you will define the length of the Measurement Period, the first day in the company’s work week, and the start date for the current measurement period.
The Measurement Period is used to determine each employee’s Full-Time Status by looking back at a defined period of 3-12 months, as indicated within this setup.
For each employee, Dynamics Payroll Inspector looks at all hours worked during this period to calculate the average hours worked per week within the Measurement Period.
The employee status determined during the measurement period is retained through the stability period, regardless of hours worked during the stability period.
An average of 30 or more hours per week is considered Full-Time and an offer of coverage is required.
An average of less than 30 hours per week is considered Non Full-Time and an offer of coverage is NOT required.
Once all of the settings are defined, you will see the visual breakdown for the setup. If satisfied, you can save your new Measurement Group.
After saving the newly created Measurement Group, the number of employees will display over the grid to let you know how many employees of your total employees are currently covered by a Measurement Group.
You can then choose to edit or create an additional Measurement Group if you need to cover the remaining employees.
